Mer E̜s Vrët (/mer/ /e̜s/ [accurate; valid] [row]) is a subtropical Large Town located in the I̽lökri̽ Moot of the Viceroyalty of Rosid.

The name Mer E̜s Vrët is derived from the Wood Elvish language, as Mer E̜s Vrët was founded by Trrierh Distrol, who was culturaly Wood Elven.

Climate

Mer E̜s Vrët has a yearly average temperature of 17°C (62°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cold 6°C (42°F). Mer E̜s Vrët receives an average of 153 cm/y (60 in/y) of precipitation, most of which comes in the form of rain during the fall. Mer E̜s Vrët covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2484 m (8149 ft) above sea level.

Overview

Mer E̜s Vrët was founded durring the early 11th century, by Trrierh Distrol. The establishment of Mer E̜s Vrët was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Mer E̜s Vrët's construction back out of the project. Trrierh Distrol pushed on reguardles, and Mer E̜s Vrët was finished, but starts off as a terible place to live.

Mer E̜s Vrët was built using the conventions of Wood Elven durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Mer E̜s Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Mer E̜s Vrët is buildings are located arround a single restrictive packed earth mainstreet which forms a clockwise spiral to give the town a over all circular shape. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Mer E̜s Vrët's size could have. Astonishigly, the well-designed, yet cheep are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Mer E̜s Vrët is like a look into a broken heart. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need. It’s not malicious. Heads are hung. Eyes are empty. Something truly horrible happened here once upon a time and the town never healed.

Civic Infrastructure

Mer E̜s Vrët possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Mer E̜s Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Mer E̜s Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Mer E̜s Vrët's parks.

Mer E̜s Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Mer E̜s Vrët.

Mer E̜s Vrët has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Mer E̜s Vrët has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Mer E̜s Vrët has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Mer E̜s Vrët has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Mer E̜s Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Mer E̜s Vrët's public wards, blessings, and other arcane systems.

Mer E̜s Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Mer E̜s Vrët's grid is powered by an arcane means.

Mer E̜s Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Mer E̜s Vrët's natural decorations nor waterways.

Mer E̜s Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Mer E̜s Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Mer E̜s Vrët's bank was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..

In Mer E̜s Vrët the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.

The Forester's Bane near Mer E̜s Vrët are known to be quite timid.

Mer E̜s Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves orgies to channel Elven High Magic energies of tier 3 via mimery.

Mer E̜s Vrët's roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Mer E̜s Vrët suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.

POI

History

Mer E̜s Vrët is still bloodied by a recent violent conflict. A crushing bandit raid, a lost siege, getting caught at the periphery of a major battle, or some other calamity has inflicted severe damage on the place. Some communities may suffer a longer-term version of this, their youths lost in a grinding, endless battle against some perpetual threat.

In time immemorial, reportedly some time during the late 2nd century the Kami spared the town from the rampage of a legendary monster. One of Mer E̜s Vrët's local festivals commemorates this miracle.
